Newly sworn-in Kamuli District LC5 chairperson Kaloli Dhizaala has pledged to fight corruption, restore confidence in public institutions, and revive community participation through Bulungi Bwansi initiatives.

Kamuli District LC5 chairperson Kaloli Dhizaala has pledged to restore public confidence in the district service commission and rejuvenate community service and engagement through Bulungi Bwansi as part of efforts to enhance accountability and citizen participation.

Delivering his inaugural speech after being sworn in by Kamuli Chief Magistrate Paul Owino Abdonson, Dhizaala said his tenure would focus on restoring hope, rebuilding communities, and promoting field-based leadership rather than office-centered administration.

“We come to serve with passion, commitment and indebtedness to the voters for the trust,” Dhizaala said.

“We remain committed to our flagship Bulungi Bwansi, community engagement and collective accountability. Today marks the end of buying jobs and the birth of value for money and accountable leadership.”

The district chairperson promised to constitute a credible District Service Commission as soon as possible to facilitate recruitment before the end of the financial year and address service delivery gaps in the district.

He warned against corruption in the recruitment process, saying both bribe givers and recipients would face prosecution.

“Nobody should offer a bribe because both the giver and receiver will be charged,” he cautioned.

Dhizaala also called on civil servants to uphold ethical conduct, improve time management, and focus on value for money in public service delivery.

He pledged cooperation with technical staff to improve resource management and restore public trust in the district administration.

Presiding over the swearing-in ceremony and election of the district council speaker, Chief Magistrate Owino warned leaders about the legal implications of the oath of office.

“This is not merely a function and celebration but a legal commitment and confirmation of undertaking to execute duties faithfully,” he said.

He urged the leaders to serve without fear or favour and reminded them that violations of the oath carry legal consequences.

The district council elected Betty Mutesi, the Speaker of Kamuli Municipality Northern Division, as district speaker. She will be deputised by former district youth chairperson Asuman Nololo.

Dhizaala later named Peter Namuboneyo as vice chairperson, Brian Basimba as secretary for social and community-based services, Justine Mpindi as secretary for works, production and technical services, and former LC5 chairperson Sarah Sambya as secretary for administration, finance and planning.

Kamuli Chief Administrative Officer Ben Lawrence Marley handed over instruments of power to the new LC5 chairperson and pledged cooperation from the district civil service.

Sharif Mangaraine of Buyende District attended the swearing-in ceremony, which was preceded by a luncheon at Bingo Arena.
